She obtained International Relations and a Master's degree in Geopolitics, as well as a specialization in Utilities Regulation, from the University of Florida (Public Utility Research Center). Expert in regulation of electricity markets and climate change with more than 15 years of international experience in the electricity sector in public and private initiatives to promote renewable energy growth in Mexico and Central America. She has collaborated as responsible for the regulatory management of the main companies of the electricity sector in Latin America (Enel Green Power, AES Corporation and Naturgy), performing market analysis, renewable potential studies, proposals to modify regulatory frameworks and commercial strategies, as well as the management relationship with institutions and associations. She is currently a partner at Fresh Energy Consulting, a consultancy firm specialize in strategy, regulation and commercialization of renewable energy. She has been part of the Advisory Council of the Energy Regulatory Commission (2015-2018) and Advisor of the Mexican Association of Photovoltaic Energy (Asolmex) from 2014 to date.

She currently advises companies on the implementation of energy transition processes, including PPA negotiations, the development of ESG policies, and the study of emission reduction mechanisms. She has served as an advisor in various tenders, representing both the bidding authority and the participants, with notable experience in oil rounds and the sale of sugar mills. She contributed to the drafting of secondary regulations for the implementation of the energy reform and in the corporate reorganization of CFE. She is currently the Managing Director of Albaa Legal, a legal and consulting firm focused on simplifying complexity for highly regulated industries.

Specialist in Environmental Energy Policy and Management from the Latin American School of Social Sciences (FLACSO), with experience in the creation and development of policies and programs focused on energy efficiency for industry and buildings, as well as in the incorporation of strategies for the decarbonization of the energy sector. She currently works as Director of Energy Security and Transition at the Renewable Energy Agency of the State of Nuevo Leon, where her main focus is on strengthening the value chain of key sectors such as green hydrogen, biomethane, distributed generation and energy efficiency, as well as identifying energy market opportunities in general. Among the objectives of his area are the professionalization of the sector, the integration of municipalities and communities, the strengthening of communication to promote a culture of responsible energy consumption in various social spheres, and the promotion of gender equity as a transversal focus in the implementation of energy strategies.

He is an Electrical Mechanical Engineer (Industrial Area), graduated from Anahuac University of the North and completed the Senior Management Course 2 at IPADE, a program with which he studied at the Kellogg School of Management of the Northwestern University of Chicago. At IPADE, he participated in the Energy Council. He completed the Senior Management in Business School program at Columbia Business School (Ivy League University). He has been an entrepreneur in the field since 2002, the year in which he founded SECNER, a company that today provides specialized maintenance, procurement and automation services for assets in the energy sector. Six years later he received a distinction from the Commercial Service of the United States Department of Commerce, for promoting the creation of international trade opportunities between Mexico and the United States of America. He also has a strong background as an entrepreneur in the United States. In 2008 he founded Secner USA, a company initially incorporated in Dallas, TX, which, in 2012, he consolidated with North America Secner Holdings (NASH) based in the city of Houston, TX. In 2016, Oil & Gas recognized him as the Leader of the Year, in addition to being considered by Oil & Energy magazine among the ten leaders of the 100 most influential in the sector, in the last five editions.

He is a founding member and past president of the National Solar Energy Association and was chairman of the National Solar Energy Standardization Committee NESO-13. He was appointed member of the Latin American Solar Heating Committee in Belo Horizonte Brazil and Member of the German Academy of Renewable Energy in Berlin, Germany. He has directed the installation of more than 3,000 solar photovoltaic and water heating systems. It also has a patent for a double-opening evacuated tube solar heater.
